B2B data licensing services give a company a contractual right to use business contact, company or signal records that someone else collected, on terms the contract sets: what the data may be used for, how it arrives, how often it is refreshed, what happens if it is wrong and what the buyer keeps when the contract ends. The license is the contract and the data is the row. A row only becomes a sales action when both are in order: the fields carry a source, a date and a verification, and the license covers the use.

B2B Data Licensing Services: The Short Answer

  • Three license shapes sit under one phrase. Seat or credit access to a platform (ZoomInfo's standard license, Clay's data credits), dataset or feed delivery (People Data Labs, Coresignal, SparkDBi's full database license) and embedded or white-label rights (SparkDBi's white label option, the OEM model that Autobound describes). Each shape answers different questions.
  • The pages that rank describe the shape and skip the terms. The licensing pages read give counts, delivery methods and quality claims. Only one source read, ZoomInfo's published license terms, states a quality metric, a threshold, a cure period and a remedy.
  • Read seven terms before you license. Use scope, delivery, refresh and as-of dates, the quality remedy, rights after the term ends, notice and source duties, and redistribution. The Seven License Terms table below sets out what each source states and what it leaves unstated.
  • A stored row is not a sales action. Give each licensed field a source, a date, a verification and a confidence tier, and check the license covers the use before you send. The Licensed Field Card below sets that out on one page.
  • Two readings of the phrase. The results mix buyers who want to license data to use it with data holders who want to license data to others. This guide covers the buy side.

What the pages that rank for this phrase cover and miss

The first page of results for the exact phrase is made up of licensing pages from data vendors and one guide aimed at platforms that embed data.

Page What it answers What it leaves open What it cites or proves
Avention Media, Enterprise B2B Data Licensing & Database Access Offers licensing of B2B datasets and APIs for enterprise SaaS and CRM sync (search snippet; the homepage read lists audience categories) Terms, refresh, remedies No license terms in the material read
SparkDBi, B2B Data Licensing Services for Enterprise Three license models (full database, custom segments, white label), delivery by API, flat file, SFTP and S3, a monthly refresh, a four-step setup that defines usage rights, refresh cadence and delivery The accuracy threshold, the remedy and the post-term rights; the page says terms arrive in a proposal Vendor-stated counts and an accuracy percentage with no method on the page
b2bdatalicensing.com, Data Licensing A pitch to companies that supply lead data to their own clients, with fresh net-new professional data License terms, fields, verification method Vendor statements only
PMG360, License B2B data Licenses permission-based records with a 15-step quality process, in a define, build, verify, deliver, refresh sequence What the 15 steps are; refresh cadence; terms Vendor-stated record count, customer names and a testimonial
Autobound, The Complete Guide to OEM Data Licensing for B2B Platforms The platform-embedding case: value chain, delivery patterns, evaluation criteria and commercial models Buyers who license for their own sales team Unsourced cost ranges and market statements, which this guide does not repeat

Demandbase's list of B2B data vendors, ranks Demandbase first among fifteen vendors and does not use the word "license". It is a vendor comparison, not a contract guide. None of the pages read states how a licensed row should be checked before a seller uses it.

Three license shapes

Shape What you receive Source examples read What decides fit
Seat or credit access Search and export rights inside a platform, with usage limits ZoomInfo's standard license terms; Clay's Actions and Data Credits documentation What you keep after the term; the quality remedy; how credits are counted
Dataset or feed Bulk or API delivery of company, person or job records People Data Labs data license feeds; Coresignal datasets; SparkDBi full database and custom data sets Delivery format, refresh cadence, field schema, redistribution limits
Embedded or white-label Rights to put data inside your own product or resell it SparkDBi white label; Autobound's OEM guide Redistribution and derivative rights, notice duties, downstream terms

Clay is a workflow layer. Its documentation says Data Credits buy data from third-party vendors in its data marketplace, so the license behind a row Clay returns is the one from the vendor that supplied it. That follows from Clay's description and is this guide's reading of it.

The Seven License Terms

The Seven License Terms are this guide's checklist, not an industry standard. Each row says what to look for and what the sources read state. "Not described" means the source read does not say.

# Term What to look for What the sources read state
1 Use scope Internal sales and marketing only, or embed or resale ZoomInfo Lite's community terms limit use to business-to-business sales, marketing, recruiting and business development and bar use for credit, insurance or employment eligibility decisions (these are community-plan terms); SparkDBi lists "unlimited usage rights" for its full database and names prohibited use cases and restricted jurisdictions
2 Delivery API, flat file, warehouse share, platform access ZoomInfo: online access or API; People Data Labs: APIs, license feeds to AWS, GCP or Snowflake; Coresignal: flat files or APIs in JSONL, JSON or CSV; SparkDBi: API, SFTP, S3, database connection
3 Refresh and as-of dates A stated cadence and a date on each record ZoomInfo: licensed materials "may be updated on an ongoing basis" and you may use the data as it exists at the time; SparkDBi: monthly refresh; People Data Labs: job postings refreshed daily; per-record dates: Not described on the pages read
4 Quality remedy Metric, threshold, cure period, remedy ZoomInfo: if more than 5% of licensed contacts are not employed by the specified company, ZoomInfo has 30 days to correct the data to at least 95% accuracy, or the licensee may terminate with a prorated refund of prepaid fees. SparkDBi: says the agreement includes remedies below an agreed threshold; the threshold is not on the page
5 After the term What you may keep and use ZoomInfo: the licensee may continue to use licensed materials obtained during the term, subject to the agreement. Others: Not described
6 Notice and source duties Who tells the recipient where the data came from Not described by any provider page read; see the section on notice below
7 Redistribution and derivatives Whether you may pass the data on or build products from it ZoomInfo's standard terms say the licensee acquires no ownership of data it downloads, saves or incorporates into other materials; ZoomInfo Lite's community terms bar developing data for commercial sale or incorporating licensed materials into your own products; SparkDBi and Autobound describe resale and embed rights as products

What the one published quality metric measures

ZoomInfo's remedy is the only quality term with a stated threshold in the sources read. The clause measures whether a person's record shows the right employer, and it gives the vendor 30 days to correct before the buyer can terminate. It does not mention email validity or phone connectivity. A buyer who needs those fields checked has to ask for a separate term or run its own verification, which the B2B contact verification methods guide sets out as a chain of checks. The clause is specific to ZoomInfo; other vendors' remedies depend on their agreements.

Notice and source duties stay with the sender

Where the GDPR applies and personal data was not obtained from the person, Article 14 lists the controller's identity, the source of the data and whether it came from publicly accessible sources, and sets the time as no later than the first communication if the data will be used to communicate with the person. A licensed row does not move that duty to the vendor, so the buyer needs a source label on each field it can pass on. The FTC's CAN-SPAM guide separately says that hiring another company to send does not remove the legal responsibility of a company that promotes its own product. Which rules apply to a given message is a question for counsel. The B2B data provider compliance comparison covers how providers describe their governance.

The Licensed Field Card: from stored row to sales action

The Licensed Field Card is this guide's model for turning a licensed row into something a seller can use. It adds license columns to the usual field record, and it reuses the Recorded, Mapped, Modelled and Guessed tiers from the persona-level intelligence contact summary guide, which owns those definitions.

Field Source Freshness Verification Confidence tier Licensed use Action
Company name and domain Vendor record or a public registry Vendor as-of date, or registry date Match to the company's own site Recorded when matched Internal sales and marketing Use to select accounts
Industry and headcount band Vendor classification Refresh cadence in the order document None on the record unless you add one Mapped or Modelled Internal sales and marketing Use to tier; do not quote to the prospect
Contact name and title Vendor record from a named source Date the title was last confirmed A second source, or the person's own update Recorded when the source and date are logged Internal sales and marketing Use to choose the seat
Business email Vendor record Verification date Named method, per the verification guide Recorded when a method and date exist Same, plus the channel's notice duties Send only when the status and date are current
Mobile number Vendor record Verification date Method stated by the vendor, else unverified Depends on the method Same, plus calling rules for the channel Verify first
Intent or signal flag Vendor model or a public event Window of the signal Check the source event Modelled, or Recorded for a public event with a link Check the order document Use as a reason only when a seller can name the event

Each licensed field ends in one of four outcomes. Send when the source, date and verification are on the record and the license covers the use. Verify first when a date or method is missing. Research when the record has no dated reason to contact. Hold when the license or the notice duty does not cover the use. Percepture's guide to the step from a signal to a qualified conversation covers the signal side of the same decision.

From licensed data to a sales action

  1. Pick the shape. Seat access suits a team that searches and exports; a feed suits a team that loads a warehouse or CRM; embed rights suit a product. Name the use before you read prices.
  2. Read the seven terms. Mark each as Stated or Not described and put the open items in the order document, not in an email thread.
  3. Map fields before loading. Decide which fields carry a source and date column in the CRM. The B2B data enrichment guide covers how enrichment fields are written back, and the contact data decay guide covers why a date column matters.
  4. Run the card on a sample. Take twenty rows from the feed and fill the card. Send only the rows that reach Send, and log the reason for each Verify first and Hold.
  5. Choose the accounts, then the people. Use Lead Compass when you need account direction: it uses your website, ICP and intent themes to surface opportunity picks, cites public sources where available and generates search prompts. It does not pull contacts until you run a search.
  6. Compare databases on the card. The best B2B contact database comparison covers where named people come from, and how Lead Seeker works describes how a search returns people with the signal that surfaced them.

A worked card (invented)

Marlow Cold Chain Software is invented for this guide, as are its accounts and contacts, and no result is claimed. It licenses a company feed and a contact feed to support outbound to regional food distributors.

Step What the team writes down Outcome
Shape Dataset feed delivered to a warehouse, then to the CRM Internal sales use only
Term 4 The order document names no threshold for email or phone accuracy Open item sent to the vendor
Term 5 The order document is silent on rows already loaded after the term Open item sent to the vendor
Contact row A Title confirmed on a dated public page; email verified with a logged method Send
Contact row B Title from the vendor with no date Verify first
Signal row The feed flags "expansion" with no source event Research
EU contact row No source label to give in a first message Hold

The team sends from row A only. It does not claim that the licensed data reaches any accuracy level.

Where this will not work

  • Order documents differ from public pages. The public pages read do not show what a negotiated agreement says. A vendor's website and its signed terms can differ, so only the ZoomInfo standard terms are quoted as contract text here.
  • One metric does not generalise. ZoomInfo's employment-affiliation threshold applies to ZoomInfo. Do not assume other agreements use the same metric or remedy.
  • Vendor figures are not tests. Record counts, accuracy percentages and quality-process counts on vendor pages are claims, not measurements, and this guide does not compare them.
  • Embed and resale are separate negotiations. A seat license for a sales team does not give embed or resale rights, and the ZoomInfo Lite community terms bar incorporating licensed materials into your own products.
  • Law varies. Notice and consent rules differ by country, channel and role. This guide describes two sources and does not say which applies to you.
  • Pricing. This guide does not compare prices, because the pages read do not publish license fees on a common basis.

Frequently Asked Questions

What is B2B data licensing?

B2B data licensing is a contract that gives a company the right to use business contact, company or signal records collected by another company. The terms set the permitted use, delivery method, refresh, quality remedy and what the licensee may keep after the contract ends.

What is the difference between licensing B2B data and buying a list?

SparkDBi's licensing page says a license covers ongoing access with refresh cycles and contractual remedies, unlike a one-time list. Whether a given contract does so depends on its terms, so check refresh, remedy and after-term rights in the order document.

How much does B2B data licensing cost?

The pages read do not publish license fees on a common basis. SparkDBi says pricing and terms arrive in a custom proposal, and Clay documents credits as a unit. Ask each vendor for the unit it prices in, whether seats, credits, records or a flat fee.

What should a B2B data license say about accuracy?

It should name the metric, the threshold, the cure period and the remedy. ZoomInfo's standard terms are one example: more than 5% of licensed contacts not employed by the specified company triggers a 30-day correction to 95%, or termination with a prorated refund. That metric covers employment affiliation only.

Can you keep licensed data after the contract ends?

It depends on the contract. ZoomInfo's standard terms allow the licensee to continue using licensed materials obtained during the term, subject to the agreement. The other providers' pages read do not describe after-term rights, so ask for them in writing.

How to Read the Tables

"Stated" means the source read says it, and "Not described" means the source read does not say, not that the vendor lacks the term. "Fact" rows rest on a named vendor page, contract text or regulation, "Inference" rows follow from them, and "Our view" rows are this guide's editorial recommendations. Contract quotations come from ZoomInfo's published standard terms. Public descriptions do not substitute for negotiated order documents. The Licensed Field Card uses the Recorded, Mapped, Modelled and Guessed tiers from the persona-level intelligence contact summary guide. Lead Seeker and Percepture appear in this guide as tools and services; Bob Generale, the author, is President of Percepture, and Percepture's intent data page describes LeadSeeker as its action layer. Marlow Cold Chain Software and its accounts and contacts are invented. Vendor features, pages and terms are an October 2026 snapshot.

Next Steps

Take the data license you are considering, or the one you already hold, and mark each of the seven terms Stated or Not described; send the open items to the vendor before you load anything. Then run twenty rows through the Licensed Field Card and send only the ones that reach Send. For the signal side, read Percepture's guide to using intent data to identify sales qualified leads. To get verified people at the accounts you chose, with the signal behind each, talk to sales or start free with five contacts.
