To outsource data enrichment services is to hand an outside party a set of records, or a specification for them, and receive back the same records with fields added, corrected or verified. The purchase is only half of the job. The other half is the exchange: what you send, which fields must return with a source, a date and a check, and how you count what did not come back. A vendor can accept a file in minutes and return fewer rows than it received without saying which ones.

Outsource Data Enrichment Services: The Short Answer

  • Three ways to outsource, three different returns. You can upload a file to a platform that matches it (self-serve), commission a managed service that researches and builds the data (researcher-led), or hire an agency that returns a delivered list. What comes back, and what you can see about the rows that did not, differs by model.
  • Count the return, not the invoice. Compare what you sent with what came back: matched, unmatched, changed, unchanged and conflicting. One cited vendor page says there is currently no visibility into which uploaded contacts were removed.
  • Write the exchange down before the first file moves. The Exchange Sheet fixes the match key you send, the fields you want back, the evidence each returned field carries and what happens to your data at exit.
  • Contracts and law do not leave with the file. GDPR Article 28 sets what a processor contract must say about instructions, deletion or return of data, and audits. The FTC says a company that hires another to handle email marketing cannot contract away its legal responsibility under CAN-SPAM.
  • Verify a sample before you route. A returned value that nobody checked is a stored row, not a decision. Route only on checked fields.

Three ways to outsource enrichment, plus the in-CRM alternative

"Outsource data enrichment services" covers three arrangements that differ in who does the matching and who sees the misses.

Model Example cited What you send What comes back What the cited page says about misses and checks
Self-serve upload to a platform Cognism, Upload Contacts from a CSV File A CSV with an email address, a LinkedIn URL, or first name, last name and company name for each contact. Limits: 25 MB and 10,000 rows A list containing the contacts that were enriched Only contacts that are successfully enriched are added. The page says there is no visibility into which contacts were removed, which could not be matched or why
Researcher-led managed service LeadGenius, product page A specification of segments, territories and fields Custom datasets built to your schema, refreshed daily, weekly, monthly or on triggers Describes URL-level transparency, a privacy matrix for GDPR, LGPD, consent and suppression, and a dedicated delivery team. It lists no counts of unmatched records in the passages cited
Agency that returns a list LeadsMunch, Top 6 B2B Data Enrichment Agencies (May 23, 2026) A partial list to complete A delivered list, with a turnaround the vendor states as 24 to 48 hours The vendor's page describes a verification system of its own. It does not say which source each returned field came from
Automated CRM-side enrichment Demandbase Data Integrity Nothing leaves your CRM Records refreshed in Salesforce, HubSpot or Marketo on a one-time, scheduled or near real-time basis, with field-level controls Demandbase's page (September 18, 2026) lists it among nine tools

Fact: Demandbase's roundup of nine tools names LeadGenius as the one where "every contact and account passes through a researcher before delivery". Inference: the other eight rows in that roundup are tools you operate, so most "best tools" pages are comparing software, not the arrangement that the phrase "outsource" describes. That is the gap this guide covers. "Not stated" and "does not say" are scoped to the passages cited, and a vendor's contract or sales team may say more.

The Exchange Sheet

Before the first record leaves, write the exchange as five lines. Each line is a question the vendor must answer in writing.

Line What goes on it Why it matters
1. Match key Which fields you send to identify each person: email address, LinkedIn URL, or name plus company Cognism's page says the email address typically gives the highest match accuracy and that more matching information may improve it. A weak key raises the unmatched count
2. Fields requested The named fields you want back, for example title, function, level, region, phone A field not named is a field you cannot hold the vendor to
3. Evidence per field For each returned field: source, capture date, the check performed and what any confidence value covers Without these you cannot tell a recorded fact from a mapped or modelled value. See the Four-Tier Persona Ledger
4. Unmatched list A row-level list of what was sent and not returned, with a reason code Without it a shorter file is invisible loss
5. Exit terms Whether your records and the returned data are deleted or returned when service ends, and who can audit GDPR Article 28(3) requires that a processor, at the controller's choice, deletes or returns all personal data after the end of the services and makes available information to show compliance, including for audits

Opinion: lines 3 and 4 are the ones sellers rarely offer unprompted, and they decide whether a returned file can be trusted.

The Return Reconciliation

The Return Reconciliation is a count of every row you sent against what came back. It needs only the file you sent, the file you received and a sample of the changed fields.

  1. Sent equals returned plus not returned. Count both. If the vendor cannot give a list of the rows not returned, you know the count but not which people are missing.
  2. Split the returned rows. Each returned row is unchanged, changed or conflicting. A conflicting row is one where the vendor's value disagrees with yours on a field that your routing rules use.
  3. Draw a sample from the changed and conflicting rows. Open a current company page or profile for each person and check the new value.
  4. Count the sample as confirmed, not confirmed or could not check. Report counts, not rates. Fact (arithmetic): a share measured on 30 records carries a 95 per cent margin of at most about 18 percentage points either way, from 1.96 × √(0.5 × 0.5 ÷ 30).
  5. Decide per field. A field passes for routing, passes only for ordering, or is held back, as in the persona-level intelligence contact analysis guide.

A worked reconciliation (invented)

Marlow Cargo Systems, an invented freight software vendor, sends 500 contact records to an outsourced enrichment service and asks for title, function, level and employer back. Every number is invented.

Check Result Count
Rows sent 500 500
Rows returned 430 430
Rows not returned The vendor gives no list 70 (500 − 430)
Returned, unchanged 290 290
Returned, changed 120 120
Returned, conflicting with Marlow's routing field 20 20

Check: 290 + 120 + 20 = 430, and 430 + 70 = 500.

Marlow samples 30 of the 120 changed rows and opens each person's current company page.

Sample check Count
Confirmed by the company page 24
Not confirmed (page shows a different value) 4
Could not check (no current page found) 2

Check: 24 + 4 + 2 = 30. Of the 120 changed rows, 18 involve a change of employer.

Marlow reads the counts this way. The 70 rows not returned are a loss of coverage that nobody can locate, so Marlow asks for the unmatched list before paying for a second file. The 18 employer changes go to a person, who moves each contact to the new company's account record. The 20 conflicting rows are held out of routing until checked. Of the 120 changed rows, only the confirmed sample supports routing, and the remainder waits for a larger check. The evidence per field was empty in the returned file, so Marlow uses level for ordering and not for routing.

From a returned file to sales action

  1. Route only on checked fields. Contacts whose employer, title and function were confirmed go into a sequence. Others go to a person, not a sequence.
  2. Write from fields with a source. The message cites the verified title and a dated public event, never a label the vendor supplied without a source.
  3. Send the unmatched list somewhere. Unmatched accounts go to another source or to a researcher. They do not fall out of the plan.
  4. Re-verify at send. A returned value carries the vendor's date, not today's. Confirm the field against its source on the day the message is queued.

For which accounts to work first, Percepture's guide to using intent data to identify sales qualified leads states that "a lead is not sales qualified because it showed activity". What the law and the contract still require

  • A processor contract. Where processing is done on behalf of a controller, GDPR Article 28(1) requires the controller to use only processors that give sufficient guarantees, and Article 28(3) requires a contract under which the processor acts only on documented instructions. Whether a given vendor acts as a processor, a controller or both for a given service depends on how the work is done, so the sender's lawyer decides.
  • Information to the person. Where data were not obtained from the person, GDPR Article 14 requires information to be given, including the source, within one month and at the first communication. Article 21 gives a right to object, including to profiling for direct marketing.
  • CAN-SPAM responsibility stays with you. The FTC compliance guide says that even if you hire another company to handle your email marketing, you cannot contract away your legal responsibility, and that both the company whose product is promoted and the company that sends the message may be held responsible. It also says an opted-out address may be transferred only to a company you hired to help you comply, which is the narrow case in which a suppression file can go to a vendor.

Where Lead Seeker fits

Lead Seeker does not enrich a file you send. Its product pages describe finding a verified person, retrieved contact data, company context and the public signal that surfaced the person, re-verified when the search runs, with source links where available. It does not publish a persona taxonomy or a confidence score. It is relevant before the exchange: a record set that starts from verified people leaves less for an outsourced service to guess. See how Lead Seeker works and Lead Compass for the account side. Lead Seeker is the product this site publishes.

Limitations

  • The reconciliation is the author's method. The Exchange Sheet and Return Reconciliation are editorial devices, not vendor documentation or benchmarks.
  • The cited pages describe their own vendors. A roundup that ranks its publisher first, or a vendor's own statements about verification, are claims to test, not results. No vendor accuracy or turnaround figure is treated as proven here.
  • A sample does not give a rate. At 30 records the margin can reach about 18 percentage points, so counts are reported and the file is not scored.
  • Legal points are starting points. The Articles cited are the text of the regulation. How they apply to a given vendor and sender is a decision for the sender's lawyer.
  • The example is invented. Marlow Cargo Systems and every count are illustrative.

Frequently Asked Questions

What does it mean to outsource data enrichment services?

It means handing records or a data specification to an outside party that matches, fills in and verifies fields and returns them. The party can be a platform that matches an uploaded file, a researcher-led managed service or an agency that delivers a list.

What should I check when the enriched file comes back?

Count the rows sent, returned and not returned, split the returned rows into unchanged, changed and conflicting, and verify a sample of the changed ones against a current company page. Report counts rather than rates.

Can an enrichment vendor tell me which records it could not match?

It depends on the vendor. Cognism's CSV upload page says there is currently no visibility into which contacts were removed or why. Ask for a row-level unmatched list in writing before you send a file.

Do I stay responsible for the data if a vendor handles it?

Generally yes for the legal duties the sender owes its recipients. The FTC says a company cannot contract away its legal responsibility under CAN-SPAM, and GDPR Article 28 sets what a contract with a processor must say. Your lawyer decides how both apply.

How to Read the Tables

The Exchange Sheet, the Return Reconciliation and the Marlow Cargo Systems example are this guide's own editorial methods. Labels Fact, Inference and Opinion mark what a source states, what follows from it and what the author recommends. "Not stated" is scoped to the document cited. This is an October 2026 snapshot.

Next Steps

Before your next file goes out, fill in the five lines of the Exchange Sheet and get the unmatched list and the evidence per field in writing. When the file returns, reconcile the counts and verify a sample of 30 changed rows before any of it routes. To start from verified people instead, try Lead Seeker free or see how it works.
